Job Description

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. As the leading international organization for migration, IOM acts with its partners in the international community to: assist in meeting the growing operational challenges of migration management; advance understanding of migration issues; encourage social and economic development through migration, and; uphold the human dignity and well-being of migrants. Present in Cameroon since 2007, IOM works on humanitarian, peace and development issues. It supports the state in facing the challenges posed by migration as well as seizing its opportunities.  Under the overall supervision of the Head of Programmes and the direct supervision of the Mental Health and Psychosocial Support (MHPSS) Officer in Cameroon, the National Reintegration Officer (AVRRs to Cameroon) will be responsible for the management, coordination, of the reintegration component in the mission.

Responsibilities

Coordinate timely and efficient planning, implementation, and monitoring of the programmatic, administrative and operational activities of the assigned project in coordination with the supervisor.

Coordinate timely interventions of reintegration support to returnees and guide relevant stakeholders and actors accordingly. 

Participate in various external forums as focal point of reintegration and labour mobility in consultation with the supervisor. 

Build capacity of civil society organisations (CSOs) on sustainable reintegration and labour mobility.

Contribute to the development of new project ideas and participate in the development of project proposal for strengthening migration and reintegration services. 

Provide and technical guidance to relevant stakeholders and project team/s. 

Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.   

Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums.

Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.

Undertake liaising and maintain close collaboration with relevant stakeholders such as Government entities at all levels, national NGOs, INGOs, etc. to enhance project effectiveness.

Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc. 

Perform other related duties as required.  

Qualifications

EDUCATION

Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,

Master’s degree in the above-mentioned fields with two years of relevant professional experience.

EXPERIENCE

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. 

Experience in working with migrants in the context of return and reintegration. 

Knowledge of return and reintegration policies and strategies in Cameroon;

Strong interpersonal and teamwork skills; courtesy, tact and the ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds; and

Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

SKILLS

Knowledge and experience working with PRIMA, PRISM and Oracle are an asset.

Computer skills, particularly in MS Office applications such as MS Word, MS Excel, MS PowerPoint, MS Teams, and web-based tools.

Excellent communication skills.

Ability to work in a multicultural environment.

Analytical and synthesis skills.

Team spirit and ability to work independently.

Willingness to work flexible hours.
