TERMS OF REFERENCE

Under the supervision of the Chief of Child Protection, UNICEF Nigeria Country Office, the Consultant will focus on three key pillars: Pillar 1: Data Interoperability and Vital Reg Integration (Core Focus) Pillar 2: Decentralization and State-Level Technical Assistance (30 States) Pillar 3 : System Strengthening, Reporting and Capacity Building If you would like to know more about this consultancy, please review the complete Terms of Reference here:     Terms of Reference Integrated Birth Registration Ecosystem.pdf Minimum requirements: Education: Bachelors in Data Science, Computer Science, Statistics, Information Systems, Public Health Informatics, or a related field. Work Experience: Minimum of 4 years of relevant professional experience in birth registration, civil registration and vital statistics (CRVS), data systems, or related domains. Demonstrated experience leading or supporting the design, implementation, and integration of large-scale national data systems. Prior experience working with UNICEF, the UN system, government agencies (NPC, NIMC, FMoH, NBS), or development partners is an asset. Language Requirements: Fluency in English is required. Knowledge of another local language is an asset. Knowledge/Expertise/Skills: Proven technical expertise in data interoperability, system integration, API design, and database management. Strong proficiency in Python, SQL, and data visualization tools. In-depth knowledge of the Nigerian birth registration ecosystem, NIMC/NIN processes, DHIS, and NBS data systems. Strong coordination and partnership skills across government and development partners. Results-oriented, with the ability to work independently and deliver under tight timelines.
