Job Title MEAL Officer Reports to: Programme Coordinator – MEAL Direct reports: N/A Liaises with: All project team members, Project coordinator, District delivery manager, Area coordinator, National Health Coordinator, PDQ unit, Accountability supervisor All sector Programme Managers, Coordinators, Director of Programmes, Country Director, Systems and HR staff District Health Management Teams, Ministry of Social Welfare, Gender and Children’s Affairs, and other partner agencies Job Location: Port Loko Contract Details : Fixed Term Job Purpose: About the Program: s/he is responsible for technical supervision of MEAL activities and Support to the establishment and maintenance of the routine Project monitoring system, including data management (focusing on database design, quality, aggregation & data presentation at district level) facilitate routine data collection, compilation, analysis & reporting. S/he assist in baseline, assessments and evaluation of the Yoti Yoti project, and contribute to knowledge management and learning of the project identifying and documenting success and case stories, supporting review meetings. Main duties & Responsibilities: Programme Cycle Management/ In your District: MEAL System Design and Planning
• Develop and operationalize the project MEAL plan in alignment with the log frame and Theory of Change.
• Translate indicators into clear data collection methodologies, tools, and SOPs.
• Define indicator reference sheets (PIRS) including calculation methods, disaggregation, frequency, and responsibilities.
• Ensure integration of cross-cutting themes (gender, protection, inclusion, conflict sensitivity, environment). Monitoring and Data Collection
• Design and deploy digital data collection tools (IForm builder, EXTERNAL/INTERNAL JOB ADVERTISEMENT KoboToolbox/ODK/CommCare/mWater).
• Lead routine monitoring activities, including post-distribution monitoring (PDM), output tracking, and field verification.
• Conduct and supervise surveys, FGDs, KIIs, and observational assessments.
• Establish beneficiary registration and tracking systems.
• Ensure systematic disaggregation (sex, age, disability, location). Data Quality Assurance (DQA)
• Implement a Data Quality Assurance system aligned with donor standards (validity, reliability, timeliness, precision, integrity).
• Conduct regular data quality audits, spot checks, and back-checks.
• Maintain data management protocols including data cleaning, validation, storage, and protection.
• Ensure compliance with data protection policies (GDPR-aligned where applicable). Evaluation and Research
• Support baseline, midline, and endline studies including sampling design and methodology.
• Support internal and external evaluations and research initiatives.
• Apply mixed-method approaches (quantitative and qualitative).
• Ensure methodological rigor (sampling techniques, triangulation, bias reduction). Data Analysis and Use
• Analyse quantitative and qualitative data using appropriate tools (Excel, SPSS, Power BI, or similar).
• Generate dashboards and visualizations for decision-making.
• Translate data into actionable insights for programme adaptation.
• Support adaptive management and evidence-based programming. Reporting and Donor Compliance
• Produce high-quality MEAL inputs for donor reports.
• Ensure timely submission of internal and external reports (weekly, monthly, quarterly).
• Track progress against log frame indicators and targets.
• Ensure consistency between narrative and quantitative reporting. Accountability to Affected Populations (AAP)
• Support Accountability Officer to establish and manage Feedback and Complaints Response Mechanisms (FCRM).
• Ensure safe, accessible, and inclusive feedback channels (hotlines, community meetings).
• Support to track, analyse, and respond to feedback and complaints in a timely manner. Learning and Knowledge Management
• Support reflection meetings, learning workshops, and after-action reviews.
• Document lessons learned, case studies, and best practices.
• Promote knowledge sharing within Concern and with partners.
• Contribute to programme design and proposal development. Coordination and Representation
• Participate in internal and external coordination forums (MEAL working groups, clusters).
• Collaborate with programme, operations, and partner teams.
