TERMS OF REFERENCE
Under the supervision of Chief of Education and in close collaboration with an international consultant, the consultant will undertake the following tasks: Systems: Review the DNEMIS systems and protocols and provide guidance and advice for improving the overall DNEMIS functionalities including data collection, management, analysis and reporting systems and practices, including data dashboards and migration of the system into Government’s server. Identify needs for system updates and guide the government and UiO in planning and conducting the updates. Resources: Review the knowledge products for DEMIS available in DNEMIS knowledge base (e.g., manuals, videos, and SOPs for EMIS operators and users), identify gaps, and provide suggestions and support for product updates and improvement. Capacity building: Identify capacity building needs and coordinate/monitor training and coaching sessions for key stakeholders including NEDI/NEMIS and state/local government teams in close collaboration with UiO. Conduct monitoring of training sessions to ensure the relevance and quality of the capacity building. State accountability: Liaise with and support Ministers of Education, UBEC Chair, State Commissioners, SUBEB Chairs, and State EMIS teams to promote their leadership and participation in EMIS operationalization and ASC exercises. Data collection and monitoring: Monitor data collection (i.e., ASC data, Safe School data, student data) including migration of teacher data from teacher management information systems. Provide guidance to the federal and state governments, UiO, and UNICEF staff and facilitators for completing required data collection. Monitor and provide oversight of mapping of non-formal education centers as well. Reporting: Provide advice and technical assistance to the government in analyzing data and preparing reports by using analytical and reporting functions in EMIS. Support and promote use of analytical reports for policy making and programme development. Coordination: Coordinate the DNEMIS project by liaising with and supporting the Federal Ministry of Education (i.e., NEDI and NEMIS teams), University Basic Education Commission, State Ministry of Education, State Universal Basic Education Boards (SUBEB), and University of Oslo by coordinating planning and review meetings. Support the federal and state governments to develop and implement an EMIS operational plan and monitor the progress. Education: Advanced university degree (Bachelor’s or higher) in education, international development, social sciences or other relevant fields.
