The manager will provide technical support, lead and train staff, and ensure quality standards are met. The position requires travel to various project locations and collaboration with stakeholders to address the urgent shelter needs arising from the conflict in Ukraine.

Management experience in construction context

Technical construction skills in humanitarian settings

Advanced planning and analytical skills

2 years of people management experience

Role Summary

The Shelter & Infrastructure Project Manager plans, develops, monitors and evaluates assigned shelter and infrastructure projects, assessing needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction; meet quality standards in delivery, encourage beneficiary participation, liaise with other stakeholders, manage and train shelter and infrastructure staff.

Project Overview

Due to the conflict in Ukraine, there are vast shelter, infrastructure and non-food items (NFIs) needs – from support to collective centres where people who have fled their places are now staying; to supporting those rebuilding their homes after the conflict; to the rehabilitation of health facilities damaged. The role requires someone agile to implement shelter and infrastructure improvements and repairs in the Ukraine context, as well as the distribution of essential NFIs. The role will involve travel to support our various bases, and mentoring Medair staff.

W orkplace & Conditions

Field position based in Kharkiv or Sumy, Ukraine

Responsibilities:

  • Lead the planning, implementation, and monitoring of shelter projects, ensuring objectives are achieved on time, within budget, and in line with Medair, donor, and international standards.

  • Supervise and develop shelter staff through training, coaching, and regular meetings to strengthen technical capacity and project ownership.

  • Manage shelter project budgets, ensuring expenditures meet accountability, governance, and donor compliance requirements.

  • Coordinate with internal teams, external stakeholders, and sector partners to maintain effective coordination, partnerships, and timely logistical support.

  • Ensure quality and accountability by following operational guidelines, monitoring technical execution, and integrating beneficiary participation into shelter programming.

  • Proactive participation in project design, proposal writing, and project reporting activities

Qualifications, Experience & Technical Competencies:  

  • Higher level qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management; BSc / BEng in a relevant field desirable

  • Management experience in a construction context; technical construction skills within humanitarian setting

  • Advanced planning, assessment and analytical skills and experience

  • 2 years of people management experience

  • Language skills: Good English (spoken and written), Ukrainian (understanding and reading) would be an added asset.

  • Strong communicator, working from a position of trust and supportive leadership

  • Flexibility and willingness to travel between project locations in Eastern Ukraine

  • Willingness to adhere to and promote local security guidelines employed by Medair
