The consultant will focus on producing analyses of child-related SDG indicators and developing policy-oriented evidence products from household surveys. This role aims to enhance UNICEF's capacity to convert raw data into actionable insights for policy-making. The consultant will work closely with Country Offices to ensure the relevance and consistency of analytical outputs. For every child, result Across South Asia, the production of high-quality, nationally representative data on children and households is regular and well established. Surveys such as the Multiple Indicator Cluster Surveys (MICS), Household Income and Expenditure Surveys (HIES), and other national data sources generate a rich evidence base on child well-being, poverty, education, health, and protection. However, despite this strong foundation, there remain significant gaps in the systematic translation of these data into actionable analytical products that inform policy dialogue, guide national planning, and track progress toward the Sustainable Development Goals (SDGs). UNICEF Country Offices play a key role in supporting governments to generate, interpret, and use data for children. Yet, analytical capacity varies across offices, and opportunities are often missed to produce timely, policy-relevant evidence that can influence decision-making at national and subnational levels. Strengthening the ability of Country Offices to convert raw survey data into meaningful insights and policy products is therefore essential for enhancing UNICEF’s contribution to evidence-based policymaking in the region. Purpose of Assignment: This consultancy is designed to support UNICEF Country Offices in South Asia in the analysis and use of child-related surveys currently being produced across the region. Specifically, the assignment will focus on two key objectives: • Producing updated analyses of child-related SDG indicators, ensuring comparability and methodological rigor across countries; and • Developing policy-oriented evidence products derived from recent household and child surveys that directly respond to the analytical needs and policy priorities of national governments. By strengthening analytical outputs and fostering a more consistent approach to data interpretation, this consultancy will enhance UNICEF’s capacity to turn existing data into knowledge for action - supporting governments in the region to design, implement, and monitor policies that improve the lives of children. The purpose of this consultancy is to strengthen the capacity of UNICEF and its Country Offices in South Asia to produce high-quality, policy-relevant analytical products based on existing child-related surveys such as MICS, HIES, and other national data sources. The consultancy will support the transformation of these datasets into standardized analyses that inform child-focused policy design, SDG monitoring, and evidence-based planning. The analytical products will be developed for a set of pre-determined countries within the South Asia region, identified in consultation with and under the guidance of the UNICEF Regional Office. The consultant will work closely with the respective Country Offices to ensure contextual relevance, methodological consistency, and alignment with ongoing national priorities and analytical workstreams. All analytical outputs will be produced using open-source software environments (e.g. R or Python) to ensure transparency, reproducibility, and ease of adaptation. Each product will be accompanied by comprehensive documentation detailing the analytical methodology, data sources, and replication procedures. The documentation will further identify elements that can be adapted for use by other countries in the region. Through this consultancy, UNICEF aims to establish a sustainable, regionally coordinated model of data analysis that enhances comparability, strengthens national capacity, and promotes the effective use of data for children across South Asia.
