Org. Setting and Reporting This position is located within the Common Administrative Platform at United Nations Headquarters, referred to as the One Executive Office ("One EO"), under the Division of Administration in the Department of Operational Support (DOS). One EO started its transition phase on 1 January 2026 as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. One EO provides the full range of administrative and operational services required by New York–based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. Specifically, this position is located at the desk providing administrative and operational support to the United Nations Development Coordination Office and the Resident Coordinator System. The incumbent will report to the Chief of the desk and work under the overall guidance of the Director of Administration. Responsibilities Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties: Strategic human resources management:

  • Contribute to the planning and delivery of the Human Resources work programme within OneEO to ensure consistent applications of rules and regulations while meeting the priorities, timelines, and outputs of OneEO are met;
  • Provide authoritative HR advice to senior managers and supervisors on the interpretation and application of Staff Rules and Regulations, HR policies, and administrative issuances, ensuring compliance across recruitment, placement, mobility, career development, and separation;
  • Build a positive engagement and partnership with Client Entity (RC System), and other HR partners across the organization, including the Staff Representative in support of effective human resources management;
  • Identify gaps, risks, and improvement opportunities in HR service delivery and propose solutions to strengthen transparency, efficiency, and resultsorientation;
  • Monitor and evaluate the effective implementation of delegated HR authorities, including through HR dashboards, scorecards, and service-level agreements. Performance management and conduct-related matters:
  • Provide expert advice and support on performance management, including training of managers and staff, monitoring compliance with established processes, and addressing performance-related concerns to Client entity (RC System);
  • Provide specialized support to Client Entity’s (RC system) supervisors and staff in the effective use of the Inspira performance management system and promote a culture of continuous feedback and development;
  • In coordination with relevant stakeholders and conduct and discipline focal points, support the prevention, mitigation, and resolution of staff grievances at the lowest appropriate level;
  • Contribute to preventive initiatives, including training and dissemination of best practices and relevant jurisprudence;
  • Coordinate responses to formal and informal requests related to administration of justice matters, in consultation with the Chief of Human Resources. Staff administration:
  • Advise managers and staff on staff administration matters of the Client Entity (RC System), including contract management, payroll, benefits and entitlements, time and attendance, and mobility-related issues for the entity under the incumbent’s purview;
  • Provide guidance to Client Entity (RC System) programme managers on the application of classification policies and procedures and by undertaking whole office reviews;
  • Ensure consistent implementation of HR policies, practices, and procedures, keeping abreast of regulatory developments and contributing to the formulation of new or revised policies as needed;
  • Develop, maintain, and update HR standard operating procedures, and provide guidance and training on Umoja and Inspira, including troubleshooting and coordination with system administrators;
  • Project and monitor vacant posts of assigned level/group, and/or for Client Entity (RC System) specifically DCO (HQ and Regional) and Resident Coordinator Offices, and ensure adherence to policies and procedures in filling these posts;
  • Act as a focal point to the staff onboarding, and induction processes of Client Entity (RC System) staff. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of seven (7) years of progressively responsible professional experience in human resources management, administration, or a related field, in a complex organization with multi-stakeholder environments is required. Proven experience providing authoritative HR advice to senior managers on the application and interpretation of staff rules, regulations, and HR policies is required. Experience managing staffing and HR administration using enterprise HR platforms (e.g., Umoja/Inspira or equivalent ERP HR systems), generating HR analytics/dashboards, and applying internal controls is required. Experience supporting global and decentralized operations (e.g., regional and field/country offices or similar is required. Proven experience working in a high-volume HR environment where accuracy, discretion, and the ability to deliver under tight deadlines are critical, including experience handling confidential and sensitive HR matters is required. Experience working within the United Nations Common System, including knowledge of UN HR administrative issuances, classification standards, and staff-management relations frameworks is desirable. Experience advising on, coordinating, or supporting administration of justice, conduct and discipline-related HR matters, including grievance prevention/mitigation, case coordination, and preventive training initiatives is desirable.
