Job Description

Project Background Across ASEAN, internet access and smartphone use have grown rapidly, especially among adolescents. After the pandemic, young people spent even more time online for school, socialising and entertainment. While digitalisation brings many benefits, it also exposes children to cyberbullying, harmful content, online exploitation and mental health risks.

Expérience

The challenges are significant across the region. In ASEAN, 80% of youth are online daily. In Indonesia, many teens struggle with low self-esteem and gadget dependence. Singaporean teens spend over 8 hours online each day, often using devices to cope with stress. Many children in Malaysia, Thailand, Vietnam and the Philippines face cyber-violence, harmful online experiences, or online sexual exploitation. Excessive screen time, limited parental guidance and lack of school support are harming adolescent wellbeing. Region-wide action is urgently needed to build digital resilience among youth, caregivers and educators. Yayasan Plan International Indonesia, together with the ASEAN Foundation and local partners, aims to strengthen healthy digital habits and online safety. As the regional grantee for the Global Teen Digital Wellbeing Initiative, Plan International will deliver a culturally adapted curriculum through schools, workshops and community programs. The initiative will reach 11 million people across all 11 ASEAN Member States, equipping young people and their support systems to use technology safely, creatively and confidently. The Opportunity

The Regional Project Finance Coordinator (RPFC) is responsible for overseeing project finance. This role ensures effective financial planning, monitoring, and reporting in compliance with donor requirements and organization (YPII) policies. She/He will consolidate financial reports across 11 countries and collaborate closely with APAC regional team and other countries’ project finance to ensure consistency and alignment. By working with Program, Grants, Supply Chain Management (SCM), and People & Culture (P&C) teams, the RPFC supports seamless project implementation at the regional level. The position also provides financial guidance and support to both local and overseas Implementation Partners (IPs), including those in Singapore, Malaysia, and Brunei, ensuring compliance and fostering sustainable financial management practices across all project activities. Key Responsibility : Financial Management Provide day-to-day financial management support for the project at the regional level, ensuring compliance with YPII standards and donor requirements. Oversee and supervise financial management across 11 implementing countries, consolidating reports. Conduct financial monitoring and spot checks by randomly sampling transactions from implementing countries and partners to ensure compliance, accuracy, and accountability. Process and facilitate all project-related payments and fund transfers in a timely and compliant manner. Monitor fund disbursements and ensure alignment with donor milestones and project deliverables. Ensure expenditures are authorized, approved, and supported by adequate documentation. Ensure that YPII funds are utilized and accounted for based on generally accepted accounting principles (GAAP) and organizational (YPII) standards. Ensure transactions are accurately coded and appropriately allocated to relevant budget lines / Work Breakdown Structure (WBS) or cost centres. Review payment requests for accuracy, approved budgets and check the completeness of supporting documents. Monitor acquittals or liquidations of advances and prevent issuance of new advances unless the previous advances are fully settled / liquidated. Conduct financial analysis (i.e., budget variance) to support project decision-making and provide actionable insights. Work closely with Regional Project Manager, Project Finance Accountant and appropriate CO staff, relevant field staff and finance teams from implementing countries. Maintain secure digital and physical record / hard copy project documentation. Ensure timely preparation and submission of consolidated financial reports to donors, meeting all regulatory and contractual requirements. Partner Management Oversee financial management processes with Implementation Partners (IPs), including local partners and regional partners in Singapore, Malaysia, and Brunei, ensuring alignment with project objectives, donor requirements, and YPII systems under the guidance of the Regional Project Manager. Manage the liquidation of advances from IPs, including invoice processing, journal entries in SAP, and maintenance of subsidiary ledgers for advances, deposits, instalment payments, and withholding tax, in compliance with YPII’s financial and accounting policies. Maintain organized records of all IP agreements, reports, and correspondence in both digital and physical formats.

Prepare regular forecasts of project budget utilization, and monitor resource allocation and spending across Implementation Partners (IPs).
