CALL FOR APPLICATIONS Monitoring & Evaluation (M&E) Officer – EpiC Cameroon Project Organization: International Health Alliance (IHA) Duty Station: Southwest Region, Cameroon Health Districts: Kumba South, Mbonge, Ekondo Titi, Nguti Reports to: Project Coordinator Publication Date: 17 December 2025 Application Deadline: 24 December 2025 Expected Start Date: 02 January 2026 Contract Duration: Three (03) months, renewable subject to funding availability and performance 1. Background Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS). The project provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations, strengthen global health security, expand tuberculosis detection and treatment, improve maternal and child health, address malaria, and promote health systems strengthening. In Cameroon, the EpiC project supports the continuation and expansion of life-saving HIV prevention, treatment, care, and support services, with a strong focus on community-led approaches integrated with facility-based systems to close gaps in HIV case finding (first 95) while sustaining progress toward the second and third 95 of the UNAIDS targets. International Health Alliance (IHA) is a non-governmental organization committed to promoting self-directed and sustainable community health through enlightenment activities, capacity building, and strategic partnerships. IHA will implement the FHI360-led EpiC Cameroon project in the Southwest Region, specifically in the health districts of Kumba South, Mbonge, Ekondo Titi, and Nguti. 2. Position Summary IHA is seeking a qualified and motivated Monitoring & Evaluation (M&E) Officer to lead under the supervision of the Strategic Information (SI) Advisor, the design, contextualization, implementation, and oversight of M&E activities for the EpiC Cameroon project within assigned districts. The M&E Officer will ensure that high-quality, timely, and accurate data are collected, validated, analyzed, and used to inform program performance, learning, and continuous quality improvement in compliance with national and donor requirements. 3. Key Responsibilities The Monitoring & Evaluation Officer will be responsible for the following: • Provide technical leadership, mentorship, training, supervision, and coordination to M&E Assistants and relevant stakeholders to ensure high-quality data management and reporting. • Ensure complete, timely recording, archiving, and protection of project data in both paperbased and electronic systems. • Conduct context-specific capacity-building sessions on reporting tools, registers, mobile applications, indicators, data validation, RDQA, and data use for decision-making. • Analyze project data, identify data quality issues and programmatic gaps, and share actionable insights with project stakeholders. • Lead weekly and monthly data triangulation and validation activities across supported districts and service delivery points. • Coordinate validation of referral (handshake model) data with clinical implementing partners at health facility level. • Plan and lead monthly RDQA activities, including implementation and follow-up of recommendations. • Conduct supportive supervision visits to frontline service providers to strengthen M&E practices. • Co-plan and coordinate M&E support activities with district health teams, implementing partners, and other stakeholders. • Represent the EpiC project in Ministry of Health and partner coordination me
