CONTEXTE
About Good Neighbors: Good Neighbors is an international Korean NGO founded in Seoul in March 1991. It is present in 51 countries around the world and aims to make the world a better, hunger-free place, where people live together in harmony. It focuses on community development to protect children's rights and encourage community autonomy. Good Neighbors started its operations in Cameroon since 2014. It has a head Office is in Yaoundé and field Offices in Maroua and Mbalmayo. GNCMR's work is focused on community development, implementing projects in the sectors of Health, Child Protection, livelihood (Income Generation Activities), food security, Education, Water and Sanitation hygiene and Environment. Good Neighbors Cameroon works with different international partners such as the multilateral and bilateral agencies, INGOs to seek sustainable solutions to development and humanitarian challenges. Health is a key intervention sector of Good Neighbors because good health care is a prerequisite for staying alive. In vulnerable communities where basic health care is a serious issue, women are more affected as compared to men. This is particularly in relation to female related realities such as child birth and menstrual hygiene which are strongly related to women’s health. Good Neighbors therefore places a particular attention on gender aspect in basic health care with a strong consideration on the health situation of women.
I. PROJECT BACKGROUND AND OBJECTIVE
Menstrual hygiene management is a crucial aspect of women's health that is often overlooked and stigmatized. Proper management of menstrual hygiene can prevent infections, reduce reproductive health issues, increase confidence and self-esteem and improve access to education. According to the government of Cameroon, 70% of menstruating women and girls lack access to regular basic sanitation products. This is even worse in vulnerable communities. It was discovered through an assessment conducted by Good Neighbors Cameroon in Mehe village that, 99% of women use old, dirty cloths as absorbents for menstrual blood during their periods. Menstruation is still a taboo and there are so many myths surrounding menstruation in this community. This prompted Good Neighbors Cameroon and Good Neighbors Canada to design a project entitled “Improving menstrual health education among the women and girls of Mehe, in the division of Mayo Sava, in the Far North region of Cameroon”. The goal of this project is to improve the menstrual health and hygiene of women and girls in the village of Méhé enabling them to participate fully and with dignity in educational, cultural and civic activities. The project is funded by Global Affairs Canada. Specifically, the project aims to;
Provide access to accurate and reliable information on menstruation and menarche.
Empower girls and women to empower and mitigate health risks associated with poor menstrual hygiene thereby improving their health and wellbeing
II. OBJECTIVES OF THE ASSIGNMENT
The overall objective of this consultancy is to strengthen artisanal soap production capacity, promoting menstrual hygiene management, female empowerment, and sustainable development. The consultant will develop and deliver a comprehensive training program for 100 girls and women, equipping them with the skills and knowledge to produce high-quality soap. The program aims to address period poverty by providing locally available and affordable products for menstrual hygiene, empowering women to take charge of their health and wellbeing while promoting female empowerment. Specifically, the Consultant will;
III. SCOPE OF WORK
The consultant will provide at least one hundred (100) women, divided into four (04) groups of twenty-five (25), with the necessary skills and knowledge. The training session should be interactive, engaging, hands-on, and participatory, with hands-on exercises, group discussions, and real-world examples to ensure that beneficiaries apply the skills effectively. Specifically, the Consultant will;
Develop a training manual in simple French, which will be provided by the consultant in three copies to each women's group at the end of the training. This document will cover, point by point, the entire technical process of soap making, including the different dosages of the various inputs and the health and safety measures to be taken so that the women can reproduce the entire endogenous training process at their level;
Provide a quantitative list of the raw materials used in soap production that are necessary for the training of women, to be supplied by the Project;
Train beneficiaries in soap-making techniques;
Guide participants on sourcing affordable local materials;
Take the necessary steps to integrate into the training process all the health and safety precautions necessary for the proper conduct of processing activities before and after each operation;
Prepare a training report highlighting the level of proficiency, difficulties encountered, and proposals and recommendations. The consultant may decide to work with a collaborator or assistants to facilitate his/her work (this collaborator or assistant is NOT under the responsibility of Good Neighbors Cameroon).
IV. EXPECTED RESULTS
Detailed training curriculum and materials.
Successful completion of training sessions for targeted participants.
Samples of finished artisanal soap;
Detailed manual on the production of artisanal soap;
Participant evaluation results (pre- and post-training).
Final report summarizing activities, achievements, challenges, and recommendations. A debriefing session is planned at the end of each session with the participants and the project team to analyze the results obtained and the proposals and recommendations that have been made.
V. REQUIRED QUALIFICATIONS AND EXPERIENCE
1. Proven experience of three (06) years in training on artisanal soap production; 2. Relevant related certifications in artisanal soap production; 3. Ability to coordinate effectively with project teams and provide regular progress updates. 4. The consultant/trainer must demonstrate mastery of the quality standards applicable to reusable artisanal soap, which guarantee their safety, effectiveness 5. Demonstrated experience training women, youth, and other vulnerable populations, with a commitment to inclusive and participatory approaches. 6. Strong facilitation skills, with experience in delivering training and capacity building programs for diverse groups 7. Proficiency (verbal and written) in the national language (French) and the local language (Fulfulde). Training sessions will be conducted in the local language (Fulfulde) and reports may be written in English or French. The ability to write reports in English will be an added advantage. 8. Previous experience in providing training to Non-Governmental and Development organizations.

5. Printing of all banners, roll ups and T shirts for the training sessions
6. Purchase of all materials to be used for the training session based on Consultant’s proposition
VI. EVALUATION CRITERIA
