Purpose of consultancy   

The consultant will provide advanced health statistics and analytics support to WHO Philippines and DOH counterparts, producing fit‑for‑purpose data products (factsheets, LGU profiles, visualizations) and analytical reports that strengthen LGU‑level data use, targeted population estimation, and M&E/HIS decision‑making.

Background  

Local Government Units (LGUs) generate and use multiple health data streams via national HIS platforms and program registries. As digital tools expand, there is a growing need for robust analytical methods, reproducible workflows, and clear, user‑friendly data products to support planning, monitoring, and service delivery. This consultancy will translate available datasets—pre‑identified and provided via WHO/DOH—into practical insights and tools that LGUs and national counterparts can use during and beyond the upcoming Union of Local Authorities of the Philippines (ULAP) Health Summit and routine performance dialogue.

At the same time, strengthening data quality—especially denominator estimation—remains a key opportunity to improve the accuracy of indicators such as immunization coverage, antenatal care, skilled birth attendance, etc. Variations among Philippine Statistics Authority (PSA) projections, DOH masterlists, and LGU reports can be significant, affecting coverage calculations and resource allocation. With upcoming campaigns like the Measles‑Rubella SIA, WHO Philippines and DOH will pilot a focused Data Quality Review (DQR) initiative to validate denominator sources, analyze discrepancies, and propose harmonization pathways—laying the groundwork for broader DQR‑aligned improvements and supporting LGU‑validated population masterlists.

This consultancy will help translate available datasets into practical insights, high‑quality analytics, and user‑friendly products for national and LGU decision-makers.

Deliverables

Method(s) to carry out the activity •    Statistical analysis and modelling (e.g., target population estimation, time‑series, cohort analysis). •    Data wrangling, quality checks, metadata documentation, and reproducible workflows. •    Development of clear, decision‑friendly visualization products. •    Contribution to methods briefs, analysis notes, and reproducible code repositories.  

Output 1 — Data Products for the ULAP Health Summit Deliverable 1.1: Develop templates and layout for factsheets, LGU profiles, and visual summaries, agreed with WHO. Deliverable 1.2: Produce finalized data products (factsheets, profiles, visuals) using datasets provided by WHO/DOH, with clear visualization, metadata, and footnotes. Deliverable 1.3: Submit a complete reproducible code package (scripts, assets, documentation).

Output 2 — Analytical Report on LGU Data‑Use Practices Deliverable 2.1: Conduct consultations with key stakeholders (e.g., DOH, LGUs, WHO) to validate findings and gather contextual insights on LGU data-use practices. - this is to validate the analysis and recommendations. Deliverable 2.2: Draft an analytical report synthesizing findings from DOH/WHO‑provided materials (surveys, interviews, documents). Deliverable 2.3: Provide a structured set of recommendations addressing bottlenecks, duplication points, and opportunities to strengthen data‑use culture

Output 3 — Target Population Estimation (2 Municipalities) Deliverable 3.1: Prepare a methodology and analysis plan, including assumptions and data inputs. Deliverable 3.2: Conduct analysis and produce cleaned scripts and outputs. Deliverable 3.3: Prepare a short technical report summarizing methods, results, limitations, and recommendations

Output 4 — Data Group Coordination Support Deliverable 4.1: Provide support in the scheduling, preparation, and coordination of meetings Deliverable 4.2: Maintain and update coordination trackers, timelines, and follow‑up activity lists. Deliverable 4.3: Facilitate stakeholder consultations and feedback sessions with DOH, LGUs, and partners as part of coordination

Qualifications, experience, skills and languages  

Educational Qualifications:   

Essential:   Advanced degree (Master’s or higher) in Biostatistics, Health Statistics, Epidemiology, Public Health, or a closely related quantitative health field. Desirable:  Additional formal training in data science, statistical modelling, or health informatics. Coursework or certification in data visualization or advanced analytics.

Experience  

Essential:  Minimum 5 years of progressively responsible experience in health data analysis, statistical modelling, or epidemiological analytics. •    Demonstrated experience producing decision‑ready data products (factsheets, dashboards, briefs). •    Proficiency in R or Python or other similar software, plus experience with SQL and data visualization tools.

Desirable: Experience working with WHO, UN agencies, or government health programs. •    Experience applying statistical methods to LGU‑level or subnational data. •    Familiarity with health information systems in the Philippines.

Skills/Knowledge: 

•    Strong analytical and statistical skills. •    Ability to communicate complex results to non‑technical audiences. •    Proficiency in reproducible research workflows and data documentation. •    Strong planning and organizational skills.

Fluent written and spoken English

 Location 

On site: Manila, Philippines.

Travel 

The consultant is expected to travel within the country as needed, with appropriate approvals from his/her supervisors

Remuneration and budget 

Remuneration: PHP120,709.80 (monthly) Expected duration of contract (Maximum contract duration is 11 months per calendar year):   8.5 Months, April 2026 (mid) to December 2026
