This role involves identifying funding opportunities, developing project proposals, and managing relationships with donors and strategic partners. The position requires strong networking, negotiation skills, and experience in program development. JOB CONTEXT: The Southeast Asia Program covers operations in Cambodia, Laos, Vietnam, the Philippines, Myanmar, and Thailand. The region includes a wide range of contexts, from the civil war in Myanmar to supporting the Vietnamese government in developing an international standard for rehabilitation services, or responding to climate-related disasters in the Philippines. Regional staff are located across these countries. The last Regional Operational Strategy was approved in 2025 for the following five years (2026-2030). The ongoing strategy aims to enhance participation, resilience, and quality of life for persons with disabilities and vulnerable groups by strengthening inclusive livelihoods, inclusive education, rehabilitation, mine action, and Disaster Risk Reduction. The Regional Program Development Specialist will support all countries in the Southeast Asia programme. YOUR MISSION: Under the hierarchical supervision of the Program Unit Manager (PUM), with support of the Institutional Funding Division at HQ, and in collaboration with the Regional Director, Technical Head of the Program, and Country Managers,  the Regional Program Development Specialist actively contributes to the development of the program by implementing and monitoring the Southeast Asia fundraising strategy.He/she identifies funding opportunities and leads the process of developing concept notes and project proposals through to submission to donors (public institutions, foundations, and the private sector). Responsibility 1: Strategic positioning and planning Observe donor strategies and priorities at the country/regional level and monitor opportunities in order to anticipate calls for proposals and identify bidding opportunities Participate in the development and monitoring of the operational strategy, with particular focus on the fundraising action plan and internal project documents Ensure follow-up, implementation and monitoring of the fundraising strategy Interact with identified donors to understand their perception of HI's current programming, and identify their areas of interest in order to target fundraising efforts Draw up a mapping of other humanitarian and development actors (INGOs, UN agencies, government representations) to monitor trends and remain competitive Analyse fundraising trends and inform the program on transformation rate, project coverage, duration and amounts secured Coordinate fundraising efforts, especially networking, and monitoring of donor opportunities Liaise and mobilise adequate team members to support fundraising efforts (technical experts, program director, etc). Organise regular meetings with program/country managers Coordinate with other programs/countries to gather and promote best practices, facilitate dialogue with donors (for prospection/replication of activities) Responsibility 2: Relationship management Coordinate with other programs/countries to gather and promote best practices, facilitate dialogue with donors (for prospection/replication of activities) Work with the Program Director & Country Managers & Technical Unit to strengthen HI's attractiveness and influence, developing key relationships with relevant decision makers in national and local organizations, donors, and major international organizations; Develop active and quality working relationships with donors and strategic partners in the country and identify potential consortium. Participate in various platforms and meetings to increase HI's visibility and allow for information gathering on funding opportunities
