Aid for Socio-Economic and Rural Development LBG (ASERD-GHANA) is an organization that has an excellent understanding of the local ecosystem of the specific challenges that Communities and Women in Sub-Saharan Africa face. ASERD-GHANA seeks to realize its mandate through programmes and projects implemented in the areas of Biodiversity conservation and natural resource management, Agriculture, Ecosystem & Tourism, food security, and livelihoods development as well as contributing to other sectors/disciplines of sustainable human development in Ghana.
ASERD-GHANA is currently serving as a Member of the North East Regional Peace Council (NERPC), under the National Peace Council (NPC) of Ghana.
The organization's mission is to strengthen the capacities of rural communities through socio-economic, Peaceful living, and livelihood empowerment activities to improve good Climate activities and sustainable standards of living in Ghana. ASERD-GHANA continues to uphold its core values of social equality, non-partisanship, honesty, transparency and accountability, teamwork, and grassroots involvement in achieving its mandates as a Development-oriented organization in Ghana. The organization's vision is that of a community, where the Rural Poor, the Marginalized, and Rural Women have a good standard of living and contribute proactively to Equitable and Sustainable Community Development. As a Women and Youth Rights Organization (WRO), we are currently implementing donor-funded projects in the areas of Biodiversity and Climate Security, Sustainable Peace and Security projects in Preventing Violent Extremist (PVE) activities in the Northern Regions of Ghana.
ASERDGHANA is currently looking for an experienced candidate for a Project Officer (Community Mobilization and Policy Campaigns Officer) Position.
Position Summary
ASERD Ghana seeks to recruit a qualified Programme Officer.
The Programme Officer will play a strategic and operational role in supporting the design, coordination, implementation, and monitoring of ASERD’s programme portfolio. The role focuses on ensuring programme quality, coherence, and impact across multiple projects by strengthening planning systems, supporting donor engagement, and enhancing cross-project learning. The Programme Officer will work closely with Project Officers and the Programme Manager to ensure that programme interventions are effectively aligned with organizational priorities, donor requirements, and community needs.
Key Roles and Responsibilities as a Programme Officer
A. Programme Development, Planning & Strategy
Support the design and development of high-quality programmes and project proposals aligned with ASERD’s strategic objectives.
Contribute to the development of programme frameworks, theories of change, and results frameworks.
Lead programme-level planning processes, including annual workplans, budgets, and implementation strategies.
Ensure integration of cross-cutting themes such as gender equality, climate resilience, and social inclusion across programmes.
B. Programme Coordination & Implementation
Coordinate the implementation of multiple projects within the programme portfolio to ensure coherence and efficiency.
Provide technical guidance and oversight to Project Officers to ensure quality delivery of interventions.
Monitor programme progress against targets, timelines, and budgets, and address implementation bottlenecks.
Promote adaptive programme management through continuous learning and improvement.
C. Donor Engagement & Resource Mobilization
Support the identification of funding opportunities and contribute to proposal development and grant applications.
Assist in donor liaison and communication, ensuring compliance with donor requirements and expectations.
Contribute to the preparation of concept notes, funding proposals, and partnership agreements.
Strengthen relationships with development partners and funding agencies.
D. Monitoring, Evaluation, Accountability & Learning (MEAL)
Support the design and implementation of programme-level MEAL systems and frameworks.
Ensure harmonization of indicators and data collection tools across projects.
Analyze programme data to inform decision-making, reporting, and strategic adjustments.
Facilitate learning events, reflection sessions, and documentation of best practices and lessons learned.
E. Stakeholder Engagement & Partnerships
Establish and maintain strong relationships with government agencies, NGOs, community groups, and development partners.
Represent ASERD in stakeholder meetings, coordination platforms, and policy dialogues.
Promote collaboration and knowledge sharing among stakeholders to maximize programme impact.
Support advocacy initiatives related to environmental sustainability, livelihoods, and rural development.
F. Financial Oversight & Compliance
Support programme budgeting, financial planning, and expenditure tracking.
Ensure compliance with donor regulations, organizational policies, and financial procedures.
Work closely with the finance team to ensure proper utilization and reporting of funds.
Contribute to audit processes and ensure programme documentation meets accountability standards.
G. Reporting, Documentation & Knowledge Management
Coordinate the preparation of high-quality programme and donor reports.
Ensure timely and accurate documentation of programme activities, outputs, and outcomes.
Develop knowledge products such as reports, briefs, case studies, and communication materials.
Promote internal knowledge sharing and institutional learning.
H. Team Support & Capacity Building
Provide mentorship and technical support to Project Officers and field staff.
Facilitate capacity-building initiatives to strengthen team performance and programme delivery.
Promote a collaborative and results-oriented team environment.
Required Skills or Experience
Qualifications & Requirements
Academic Qualifications
Bachelor’s degree in Development Studies, Environmental Science, Natural Resource Management, Agriculture, Climate Change, Peace and Security, or a related field with at least 3–5 years of professional working experience in the NGO space.
A Master’s degree in a relevant discipline (e.g., Development Management, Environmental Management, or Public Administration) is a strong advantage.
Professional Experience
Minimum of 3–5 years of relevant experience in programme management, preferably within NGOs or development organizations.
Demonstrated experience managing donor-funded programmes and working with multiple stakeholders.
Proven experience in rural development, climate resilience, or livelihood programmes.
Experience working in Northern Ghana or similar contexts is highly desirable.
Technical Competencies
Strong knowledge of programme management principles and development programming.
Experience in proposal writing, fundraising, and donor reporting.
Familiarity with MEAL systems and data-driven decision-making.
Strong budgeting and financial management skills.
Proficiency in Microsoft Office Suite and digital data tools (e.g., KoboToolbox, ODK).
