Momentum Private Health Care Delivery (MPHD) is a global program funded by USAID and implemented by Population Services International (PSI) and its partners. In Mali, MPHD is deploying a multi-year program based on the Total Market Approach to enhance private sector engagement in family planning and reproductive health (FP/RH), maternal, newborn, and child health (MNCH), nutrition, and water, sanitation, and hygiene (WASH) through approaches that support supply, demand, and an enabling environment for health products and services. PSI is seeking a senior Chief of Party to successfully lead the implementation of the project. The Chief of Party is responsible for managing the agreement signed between PSI Mali and USAID in the areas of Reproductive Health and Family Planning; Maternal, Newborn and Child Health; Nutrition; and WASH (Water, Sanitation and Hygiene). They are responsible for the integrated management of all project activities. They must ensure that interventions comply with guidelines, adhere to the public-private partnership; and comply with the standards and procedures of PSI Mali and its financial partners, PSI/Washington, donors, and applicable Malian laws. He/she carries out his/her activities in compliance with the rules and procedures of PSI Mali, PSI/Washington, the donors and the laws and regulations in force in Mali. ATTRIBUTIONS: The Chief of Party’s main tasks and activities will include: He/She is responsible for the execution of all aspects of the projects, including technical implementation, financial and administrative compliance, the drafting of robust and comprehensive reports, as well as the monitoring and supervision of project staff; He/she must supervise the project team to ensure that national implementation meets a high level of excellence, achieves the set objectives and targets and stays within budget; He/she must provide high-level technical enlightened leadership, strategically manage risks, monitor the budget of a complex project and ensure that each phase of work is started and completed on time; They are responsible for using evidence and data to improve project design and implementation. They liaise with national stakeholders and serve as the primary point of contact for the project donor. They ensure the strategic alignment of the project with the overall PSI strategy. EXPECTED RESULTS AND PERFORMANCE INDICATORS: Reliability and compliance with current procedures; Diligence in handling cases; Compliance with legal deadlines for the production of materials; Moral and professional integrity; Impeccable honesty; Accuracy and timeliness of the materials/documents produced; Involvement in achieving the objectives of the PSI Minimum Standards; Quality of audits. QUALIFICATION: Hold a Master’s degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent; Substantial experience as Chief of Party or Team Leader; Strong written and oral communication skills in French and English; Experience working with and within the private sector healthcare delivery in Africa; Ability to manage all programmatic and financial reporting requirements, including the management of secondary grants; Ability to monitor and evaluate the performance of staff and partner organizations in order to make improvements or take corrective action; Demonstrated skills in strategic thinking and planning, with an emphasis on the ability to oversee the execution of work plans; Strong leadership skills, with a proven ability to collaborate; Ability to convince and motivate individuals and teams; Experience in capacity building for staff and partner organizations; Demonstrated experience in managing donor relations;
