Position Summary
The U.S. Mission in Cameroon seeks qualified candidates for the Data Management Specialist role within the CDC. This non-supervisory position offers no relocation support. The specialist joins the Strategic Information (SI) Team, aiding the Ministry of Health (MOH) and partners to advance HIV control via robust data collection, analysis, and application from surveillance and programs. Duties include collaborating with international partners on reporting systems, medical records, and lab info systems. Reports to the SI Team Lead (Supervisory Public Health Specialist) and supports CDC/PEPFAR teams in enhancing data quality, analysis, and use for program guidance.
Key Duties:
• Deliver data analysis for HIV prevention, adult care/treatment, maternal/child health, and TB programs.
• Build national data use for planning, target-setting, and decision-making.
• Guide partners on database entry and data quality assurance.
• Conduct monitoring, site visits, and quality assessments.
• Analyze surveillance data (e.g., surveys) and create geospatial maps to optimize spending and spot gaps.
• Develop abstracts, papers, and presentations for events.
• Help craft work plans aligned with reporting standards and deadlines.
• Join interagency groups and national committees as needed.
This role enables significant public health contributions through teamwork with diverse experts.
Qualifications and Evaluations
Security/Medical: Must secure Public Trust clearance or security certificate. Background check and possible pre-employment medical exam required. Must start promptly upon approval.
Education: Master's in Statistics, Public Health, Bioinformatics, or Health Information Management required.
Experience: At least 5 years in public health data management/informatics for HIV programs.
Language:
• Fluent (speaking/reading/writing) English.
• Good working knowledge (speaking/reading/writing) French. (Tested.)
Job Knowledge: Deep expertise in data analytics, SI, and M&E. Familiarity with HIV prevention policies, MOH systems, PEPFAR tools (DATIM, PANORAMA), epidemiology, and quantitative analysis for data quality/interpretation. Knowledge of program management, budgeting, and grants.
Skills/Abilities: Strong interpersonal, verbal, and written skills for partnerships. Prioritization under deadlines with minimal oversight. Proficiency in MS Word, Excel, databases, and statistical software. (Tested.)
Evaluations cover all listed qualifications; incomplete applications may be rejected. Language/skills tests possible.
