HSS and Workforce Development Lead, Global Health Security (GHS)
EVIHDAF (https://www.evihdaf.com) is a global research and development group headquartered in Yaoundé, Cameroon, covering West and Central Africa. We operate an office in Niamey, Niger, and a Data Unit site in Parakou, Benin. Through precise, flexible, innovative, and locally attuned strategies, we offer services in Health Program Implementation and Scale-Up; Research, Monitoring, Evaluation, and Learning (RMEL); Data Systems for Decision-Making; and Capacity Strengthening. We act as a Regional Hub coordinating initiatives across West and Central Africa. Core areas cover Health and Health Systems, Nutrition and Food Security, Climate Change Preparedness and Resilience, and Population Migration and Displacements.
Position Overview
EVIHDAF and partners seek a seasoned Health Systems Strengthening (HSS) and Workforce Development Lead for a forthcoming Global Health Security (GHS) project backed by the U.S. Centers for Disease Control and Prevention (CDC).
The HSS and Workforce Development Lead delivers high-level guidance to secure enduring GHS capacity sustainability and integration. Reporting to the Project Director, this role partners with Ministries of Health (MoH), National Public Health Institutes (NPHIs), and academic bodies to forge independent health systems for threat prevention, detection, and response—fully synced with the America First Global Health Strategy. It calls for exceptional adaptability and prowess in driving institutional changes amid challenges.
Specific Responsibilities
Strategic Leadership in HSS and Governance
• Guide creation and execution of the project's HSS and workforce plans, matching Bilateral Agreements on Global Health Cooperation, National Action Plans for Health Security (NAPHS), and America First aims to lessen U.S. taxpayer reliance.
• Assist national and subnational health bodies with resource assessments and sustainable funding approaches emphasizing local contributions over ongoing donor aid.
• Promote targeted investments weaving health security into national health strategies, focusing on frontline efficiency.
Workforce Development and Transition
• Map U.S.-funded frontline health workers to government-hireable roles.
• Oversee growth and quality control of Field Epidemiology Training Programs (FETP) with CDC and regional groups, ensuring alumni join national civil services.
• Build ties with universities and training centers to embed GHS training permanently, creating reliable national expert flows.
Institutional Capacity Building
• Bolster NPHIs and MoH units' organizational and leadership skills for independent GHS coordination and handover.
• Offer support to refine national/subnational admin, procurement, and finance systems for handling co-investments and local funds effectively.
• Advance institutional knowledge via best-practice records and national public health archives promoting autonomy.
Coordination and Multi-Sectoral Engagement
• Act as key HSS and workforce contact for MoH, CDC offices, and partners, integrating U.S. aid with faith-based and private providers.
• Enable cross-sector collaboration for One Health workforce efforts (animal health, environment), eliminating NGO-style overlaps.
• Represent the project in national HRH and HSS working groups.
Monitoring, Reporting, and Sustainability
• Help craft and monitor HSS/workforce performance metrics.
• Develop transition plans embedding GHS into government structures and budgets, yielding U.S. taxpayer savings.
• Supply strong technical input for quarterly/annual reports on HSS effects for system resilience and ownership.
Key Experience and Qualifications
• Educational Background:Master’s or higher in Public Health, Health Policy, Public Administration, Human Resources Management, or related field.
• Professional Experience:10+ years managing/implementing HSS or workforce programs, including 5+ years on major global health efforts; public sector HR reform experience preferred.
• Donor Expertise:Solid U.S. Government (USG) project history required; CDC project knowledge a plus.
• Technical Knowledge:Grasp of IHR (2005), workforce planning, 7-1-7 surveillance; public finance and domestic health funding strategies.
• Soft Skills:Skill in high-pressure work, complex partnerships, adaptability; strong negotiation for government transitions.
• Communication Skills:Superior English speaking/writing for high-stakes audiences; French fluency preferred.
• Cultural Competence:Track record in government navigation, building trust across levels for self-reliance.
• Travel:Available for up to 30% international/subnational travel to training sites and ministries.
