Part 1: Role Purpose: Role Purpose: The Finance and Operations Manager will be responsible for the financial management, operational and personnel management oversight of Street Child's CAR programme, reporting to the Country Programme Director. The manager will oversee all finance operations including budgeting, forecasting, and timely grant and programme reporting. The role also includes responsibility for HR and operations in CAR, specifically managing recruitment processes, contracts, compliance with CAR's laws and standards. This position will have one report, the CAR Finance and Admin Assistant. Part 2: Key Responsibilities: Key Responsibilities 1. Financial Management Lead annual budget preparation and financial planning in support of the Country Programme Director and regional finance team. Ensure accurate, timely financial reporting including monthly statements, cash flow forecasts, and budget variance reports. Maintain strict compliance with Street Child financial policies, donor contractual obligations, and local regulations. Oversee the accounting system, daily data entry, and complete monthly bank reconciliation (by the 5th of each month). Monitor grant budgets, support proposal development, and provide financial analysis to inform planning and decision-making - in close collaboration with the program team - and including travel to field operations Manage cash flow, bank relationships, and timely vendor payments. Support grant proposals and budget submissions. Supervise and develop finance staff, promoting a culture of accountability and transparency. Proactively identify and mitigate financial and compliance risks. Lead the preparation, coordination, and follow-up of donor audits in collaboration with the regional finance team - ensuring all financial records, supporting documentation, and processes are audit-ready, and that findings and recommendations are addressed in a timely and effective manner. 2. Procurement Develop procurement plans aligned with project timelines, donor regulations and local laws and ethical sourcing standards. Manage the full procurement cycle: supplier identification, bidding, proposal evaluation, and contract negotiation to secure favorable terms and cost-saving opportunities. Maintain accurate procurement records, vendor databases, and KPI reporting. Identify and mitigate supply chain risks, ensuring quality control across all goods and services. 4. Operations Develop and maintain organisational policies for procurement, administration, and logistics in line with best practices, Street Child policies and donor requirements. Forecast and coordinate logistical needs with programme teams, including disaster response preparedness. Negotiate and manage service agreements with contractors and providers. Maintain an accurate asset register, monitoring usage, maintenance, and depreciation. Oversee office setup, infrastructure, and coordination of repairs through external service providers. Lead security operations for the country programme, assisting the Country Programme Director in the training, development, and implementation of security protocols to safeguard staff and assets across all project sites, in liaision with Street Child's global operations and security teams 5. Human Resources Coordinate end-to-end staff recruitment, onboarding, and offboarding processes. Ensure administrative HR follow-up (leave, sick leave, staff database) is maintained in accordance with current policies. Oversee personnel file management (paper and electronic) in MS Teams and field offices, in line with archiving procedures. Support Programme Director to ensure compliance with the Labour Code, Code of Conduct, and organisational guidelines. Liaise with Street Child's global HR team on all HR matters, in collaboration with the Country Programme Director. 6. Other A strong commitment to Street Child's vision, mission, and values Adhere to all Street Child's policies and procedures Able to represent Street Child appropriately both internally and externally Carry out all reasonable requests that are within the broad remit of the role Part 3: Person Specification Essential: A qualified accountant with a degree in Accounting, Finance, Business Administration or its equivalent. At least 5 years of senior financial management experience, with preference given to those having worked in an NGO/INGO setting. Proven financial analysis and forecasting ability. Experience managing a large annual budget ($1m+) Demonstrable experience in training and leading a team. Experience in managing finance and operations for multiple projects Proven experience in donor reporting Excellent proficiency in Microsoft Office and large datasets Should have skills in using accounting software packages Knowledge of institutional donor regulations, procedures and requirements Excellent written and spoken proficiencies in French Desirable: Experience working in CAR or the Great Lakes Region. Experience in managing teams. Experience in HR Written and spoken profiency in English Strong analytical, reporting, strategic thinking, and planning skills. Fluency in additional languages relevant to CAR's context.
