About Plan International Plan International advances children’s rights and promotes equality for girls. We work with children, young people, communities, partners, and supporters to tackle the root causes of the problems girls and vulnerable children face. We support children from birth through adolescence and help them respond to risks and hardship. We influence change in policy and practice through local, national, and global engagement. For more than 80 years, we have worked in over 75 countries, forming partnerships that put children and young people at the centre. Plan International Sierra Leone (PISL) has worked in Sierra Leone for more than 45 years. We operate in Port Loko and Moyamba as sponsorship districts, and we are currently working in Tonkolili and Kailahun as project-only districts. In a few months, our new projects will be implemented in Kono, Falaba and other districts. Also, PISL has previously worked in other districts including Western Area Rural and Urban, Bo, Bombali, Kono Etc. The Country Office focuses on education, child protection, youth skills and participation, sexual and reproductive health and rights, climate change, and WASH. These program areas guide how we support girls, boys, and young people and how we partner with government, CSOs, and communities. Child Sponsorship is one of Plan’s main programs, a means of generating long-term and reliable income and support for Plan International’s child-centered community programmes. It’s about building a relationship between a child in a developing /underdeveloped country. It’s a programme that is committed to having sponsored children at the centre of our programme and influencing work. These children are involved as representatives in our project life cycle in sponsorship communities. Background of the Country Strategy PISL’s Country Strategy for 2026-2030 builds on lessons from previous strategies and aligns with national and global frameworks, including the Sierra Leone Medium-Term National Development Plan (MTNDP) 2024–2030 and Plan International’s Global Strategy 2022-2027. The strategy reflects extensive consultations with stakeholders, including government, civil society, community leaders, and youth. Our aspiration is to lead paradigmatic change in cultural beliefs, social norms, harmful traditional practices and government policies so that vulnerable and excluded children in Sierra Leone, and particularly girls and young women, can lead, learn, decide and thrive, free from harm and fear. PISL’s ambition is to be a leading and recognized reference organization in the defence of the rights of vulnerable and excluded children and youth, especially girls in the field of SRHR, IQE, youth employability, WASH, and youth leadership. The strategy centres on four key programmes and influencing objectives: OBJECTIVE 1: Promote safe, inclusive and quality education for all vulnerable and excluded children and young people, especially girls, as well as quality WASH facilities in schools. 2. OBJECTIVE 2: Support young people, especially young women, to build on and develop their skills for wage or self-employment opportunities and become active change agents in breaking through the barriers to attain their rights and achieve their potential. OBJECTIVE 3: Contribute to the reduction of early and unintended pregnancy and increase young people’s abilities to make healthy decisions about their sexuality and reproduction. 4. OBJECTIVE 4: Strengthen and support the resilience of families, communities and young people to withstand shocks and disaster risks through strengthening existing disaster management systems and climate change adaptation in schools and communities. 1 plan-international.org Terms of Reference – Baselines: Guidelines and Template October 2018 The strategy aims “to contribute to the welfare needs of 1.6 million vulnerable children , particularly girls and young people , in Sierra Leone to grow up; develop ; and realize their rights to make decisions about their lives in protective, healthy, resilient , and inclusive environments in both development and humanitarian settings. ” It aligns with national development frameworks, especially in education, gender equality, youth employment, health, and climate resilience. To guide implementation, PISL requires a detailed baseline to establish starting values for the indicators in the Country Strategy, verify the key assumptions, and document the current situation of children, girls, boys, and young people in its areas of work. The baseline will also help refine targets and strengthen monitoring and learning systems across the organization. Background of the PISL Sponsorship Programme Phased Out: Sponsorship and program implementation started in Port Loko in 2005 after the civil war. In alignment with our country strategy, key thematic program interventions were thought of (Livelihood, Education, Gender mainstreaming, Child protection systems strengthening, and WASH). These programmes depict contributions of Plan International in Koya Chiefdom, making sure to ensure a dignified life for Children and their communities as a whole. Plan international has twenty-two years (22 yrs) of program presence in Koya Chiefdom thus, our phased out plan will, however, start in 2026. In lieu of this, we are to conduct a phased-out assessment that speaks to those contributions and impacts we as an organization have done during the 22 years of sponsorship program intervention. Currently we are working with 3,324 sponsored children both assigned and unassigned in all nine (9) sections; Sponsored Children (CS) would be gradually cancelled during the Phaseout for Koya by FY26 and FY27, respectively. Phased IN: “Phase-in” is the process of Plan International starting up work in either a new Program Influencing and Implementation Area (PIIA), an area within a program country covering one or more districts, municipalities, towns, or similar administrative units. Phase-in normally involves starting up sponsorship operations. Plan International has been implementing grant-funded projects in the Port Loko district during emergencies and in development spheres; however, sponsorship programming has been and is centered in only three chiefdoms (Koya, Tinkatopa; Makama Safroko and Burreh Kasseh Maconteh). Following the trend of the socio-economic factors, it has notably become obvious that the outrageous needs of children especially those in deprived communities, could not be handled by government alone; to emphasize this further, it is worthwhile to assess the facets of the problems either caused or otherwise unfolded by social and economic vices in most vulnerable areas/chiefdoms within Port Lork where Plan International could phase in sponsorship programming. To ensure that sponsorship caseload is maintained, it is worthwhile that as we phase out in one area, it is mandatory that as an organization we should phase in other vulnerable areas within the same district. Purpose of the CS Baseline The baseline aims to: Establish starting values for the outcomes and indicators defined in the Country Strategy 2026– 2030. Assess the current situation of children, adolescents, young people, and their key influencers in the districts where PISL works. Provide evidence that will support planning, targeting, and resource mobilisation during the strategy period.
